Delegation led by Haisum’s Secretary of the Party Committee and Chairman Zhao Guoang Visits Nanning Company for Research

On March 19, the Party Secretary and the Chairman Zhao Guoang, the Vice Chairman Xu Datong, the Deputy Secretary of the Party Committee and the Secretary of the Disciplinary Committee Li Yimin went to Nanning Company for research and guidance, and listened to the report on the general contracting project of the Abidjan Cocoa Processing Plant in Cote d'Ivoire. Tang Mingming, the Secretary of the Party Committee and the Chairman of Nanning Company presided over the research symposium.

At the meeting, Tang Mingming gave a detailed report on the progress of the Côte d’Ivoire’s Abidjan cocoa processing general contracting project in terms of the management system, organizational structure, risk prevention and control, design work, procurement work, and the problems and difficulties faced by the current project.

Aiming at making every effort to do a good job in the general contracting project of the Abidjan cocoa processing plant in Côte d’Ivoire, Li Yimin emphasized the need to do a good job in compliance management and strengthen risk prevention and control; Xu Datong put forward four requirements: firstly, focus on the organization and implementation of the division of responsibilities of specific content and personnel, and execution of flat management; secondly, grasp the major nodes, formulate a list of major project issues and concentrate efforts to overcome key difficulties; thirdly, grasp the progress of the project, make weekly reports on time and promote the professionalization and strategy of procurement; and fourthly, continuously optimize the design, consolidate the technology and give full play to the technical advantages in EPC.

Zhao Guoang affirmed the initial results achieved by the reform and development of Nanning Company and the general contracting project of Abidjan Cocoa Processing Plant in Côte d'Ivoire, and put forward work requirements in conjunction with the organizational reform of Haisum and the "14th Five-Year Plan".

With regard to the general contracting project of the Abidjan cocoa processing plant in Côte d’Ivoire, it must be actively promoted in accordance with the "3+1" goals. First of all, we must adhere to the requirements of "doing a good project, training a good team, and establishing a good system" to ensure that the project is delivered on time and with good quality, and achieve an effective increase in economic profits and brand reputation; we must coordinate the cooperation of internal management teams while doing a good job in efficient integration with headquarters management and control and exchange of cadres; we must learn from the headquarters and sister companies' general contract management and control experience to build and improve a general contract project management system and truly achieve the objectives of "refined cost, real profit, strong assessment and staying committed". Secondly, through the implementation of the Côte d’Ivoire project, we must promote organizational change, process reengineering, and reshape the core competitiveness and achieve the upgrading of Nanning Company.

Regarding the issue of reform and development, Zhao pointed out that based on the extensive comments and suggestions of the surveyed subsidiaries last year, the company was advancing the reform of the headquarters and head offices to adapt to the needs of market changes and future development, and focused on the actions taken for the sake of the improvement of the overall management of Haisum. Haisum would not make uniform requirements for the reform of its subsidiaries, but each company must combine the "14th Five-Year" strategic plan and the actual demands for reform and development in reference to the practice of the head offices to study on its own structural reform, process reengineering and core competitiveness improvement, and gradually align with the organizations and responsibilities of the headquarters. Nanning Company must seize the development opportunities brought by major projects, build consensus and earnestly promote various reforms to lay the foundation for future development.

Zhao stressed that the Côte d’Ivoire project was a key project of SinoLight Corporation and Haisum, and it was an important opportunity for Nanning Company to achieve overall improvement and development. Nanning Company shall, in accordance with the SASAC’s requirements to strengthen the management and control of overseas projects, implement the specific risk management and control measures of Haisum to complete and strengthen the management team, give full play to the role of external professional institutions, and formulate response measures and emergency plans for the clear risks to ensure that all goals can be achieved. Haisum would integrate various resources and give full support.

Wen Guowei, the Deputy General Manager of the Project Management Department of Haisum, Nanning Company General Manager Ruan Yang, Deputy General Managers Peng Xiaoping, Li Meng, Teng Jianjun, Wei Binxian, and Chief Engineer Peng Jun attended the meeting.
